Does anybody know if there a keyboard layout on the Linux operating system for for Gàidhlig?

You could try looking for a US International Keyboard or Irish.
French, German and Portuguese keybord layouts also have the accents, and Spanish probably has it as well.

I've changed keyboard layout on my installed Ubuntu distribution to 'gb- Extended - Winkeys' which gives me all the vowels with grave accents using AltGr key+char key.
I have noticed that in the Akerbeltz site, vowels with acute accents are used. I've read in the thread you supplied and others that acute accents are no longer in Gáidhlig. Is this correct?

Yes, that is correct. They did away with them in 1981 I think when they published GOC (Gaelic Orthographic Conventions).

Just noticed that the keyboard layout I had mentioned was giving acute vowels. I've checked German, US and Irish keyboard layouts and all gave acute vowels except one that only gave some grave vowels (unless I am missing something). Back to the drawing board.

I was missing something!!
The 'gb- Extended - Winkeys' layout does work but you have to press the ` key than character key i.e.
` then a = à
` then e = è
` then i = ì
` then o = ò
` then u = ù
` then Shift + a = À
` then Shift + e = È
` then Shift + i = Ì
` then Shift + o = Ò
` then Shift + u = Ù
These acutes and graves is starting to give me a headache!!

It works the same on the German keyboard. If you want the other accent, you have to press SHIFT + accent, then the vowel.

On the 'gb- Extended - Winkeys' layout you have to press AltGr then character key to get acute vowels. Key presses are as follows:
AltGr + a = á
AltGr + e = é
AltGr + i = í
AltGr + o = ó
AltGr + u = ú
Shift + AltGr + a = Á
Shift + AltGr + e = É
Shift + AltGr + i = Í
Shift + AltGr + o = Ó
Shift + AltGr + u = Ú
AltGr + a = á
AltGr + e = é
AltGr + i = í
AltGr + o = ó
AltGr + u = ú
Shift + AltGr + a = Á

Ít rèáll? wórks, thàt's súpèrb... I mean, we use the acute one in Czech and I never knew about this, always switching there and back again between gb-extended and Czech...
