I don't think that one would use these phrases to talk about the weather - the grammar is correct though except that the time element always goes to the back:

an-còmhnaidh ann (am Biggar) -> ann (am Biggar) an-còmhnaidh
an-còmhnaidh a th' ann (am Biggar) -> a th' ann (am Biggar) an-còmhnaidh

they are all correct - it all depends on the context.

Option 2 is what you'd use if you introduce yourself.

Option 3 is a transitory state. For example, when your first child is born, you could say "Tha mi nam mhàthair a-nis!"

Those constructions are enough to denote that it's there, so no extra "ann " is needed

And yes, swear words are not taboo here in any shape or form. They are an important part of language learning, even if you don't plan on using them yourself.
