First you will need to upload the picture to the internet. You can use a free image host for that, like Photobucket or Imageshack. Make sure the image is not too big, 120 pixels is fine. Once the image is uploaded, go to your Profile and enter the image's URL in the "Link to off-site Avatar:" field....

I guess that would be possible, depending on what you mean in the current context. But I think usually you would mean the weather, not the day.
Tha e grianach is tioram an-diugh
would then imply "The day is sunny and dry today", which is a bit awkward IMHO.
