You can describe the weather with 'e' or 'i' (but be consistent). You will hear lots of both.
It seems to be a regional/personal preference.
The explanation I've heard is that 'i' is when you're thinking of aimsir / sìde, and 'e' refers to 'an latha', but I don't honestly think it's that systematic.
A Mhairead, the book Everyday Gaelic by Morag Macneill is a respectable, detailed, topic-based phrase book, updated not that long ago, and quite useful as more idiomatic and natural than dialogues in grammar-based courses. It has 'imitated' pronunciation, which the experts don't like (not IPA), but as a rough initial guide can be helpful.
