In his Sun column, Clarkson says: “The BBC has announced … a new television channel for the 60,000 people in remote Scottish islands who still speak Gaelic.
“On that basis, the 60,000 people who live in the Cotswolds can have their own television channel as well.”

I just read in the excellent article collection by Wilson McLeod that 45% of Gaelic speakers live in the Lowlands.

Yeah I enjoyed that story. I must point out that I'm quite keen on Jeremy Clarkson despite the fact I don't like what he said about the Gaelic service at all.
