"it's just for gaelic people"
an-diugh bha mi a' coiseachd gu òraid, is air taobh a-muigh an togalaich chunnaic mi an sànas seo.
chuir e iongnadh orm is chaidh mi a-steach a bhruidhinn ris an tè aig an deasga. mhìnich i dhomh nach eil an leithid de "roinn an fhoghlaim" san togalach idir, ach gum b' ann dìreach "for gaelic people" a bha e
i was talking to a lecture today, and saw this sign outside one of the buildings...
it surprised me so i went in to speak with the woman at the desk. she explained to me that there was no sort of "department of education" in the building at all, but that it was "just for gaelic people"

Saoilidh mi gur e 'sa Ghaeilge a th' ann.
I think it's Irish
ri = king, so I guess it means King of the World. I couldn't find cruin in the Irish online dictionary though.
