Just had a look at this.

Masses of bureacratic code langauge, miniscule information on what is actually sought.

Does that mean:

'Tell us all your bright ideas for spending taxpayers' money on something Gaelic, and we will tell you if we want them?'

Otherwise haven't a scoobie what they actually want.
Anyone with 'experience' out there who can elucidate?

They're building a list of suppliers who they will later invite to provide quotes for various Gaelic-related projects. This isn't about one particular piece of work, so they have to be vague.

Similar you might see them put up ads like:
" HIE requires a suitably qualified and experienced supplier to provide IT services whilst offering best value in the expenditure of public funds "
or
" HIE requires a suitably qualified and experienced supplier to provide hospitality services whilst offering best value in the expenditure of public funds"
